First off your son is adorable, he looks very well taken care of, and you seem like a great mom....
I have 7 boys of which 4 are my own and 3 are my fiancee's w/ his ex, so if anyone understands your situation, I do, and wish I could be of more help, but I can offer you a couple of tips that might help.
I don't know if you've tried yet, but your local department of social services website is:

if you go to that site it says under the headline Families; Financial Assistance on the right hand side of your screen if you click on that than it will take you to the Job & Family Services / Financial Assistance page, once there, right under the headline on the left side of the page you will see Application For... click on that and when you read down that page it tells you about what you must do to obtain services that will help you in this time of need, at the bottom of the page it will have various different application links, click on: Request for Cash, Food Stamp and Medical Assistance
When you apply the best thing to do is to take your application back a.s.a.p. and tell the office that your water has been shut off, and that you need immediate help getting back on because you have a child in the house. (That way if you do end up talking to children's services, you are trying to get it taken care of) I hope this helps.... :)
On a final note, just let me say, god does have a plan for all of us, not quite sure what he is thinking sometimes, but I do know that if you are strong you will pull through anything he puts you through, I hope you get better, and I hope that you get the help you need.
